NOTE ABOUT FIRST 9 MONTHS: The growth during the period of January 2007 through September 2007 was primarily due to the re-signing of cosponsors from 2006. During every two-year session of the U.S. Congress legislation must be re-introduced and then cosponsors must re-sign as cosponsors for the legislation. We don’t expect to ever display that again. Instead, we maintain the person as a cosponsor unless there is reason to know that they have no plans to re-sign.
