Supporting and Related Bureaucracy
This is a bureaucracy that relates to the other two ... an often unrecognized bureaucracy that feeds off of ... and/or supports ... the other two. It is a mixture of roles and functions among many companies and non-profit organizations that help to maximize the complexity and inefficiency. Consider the analogy of a restaurant in your city. That restaurant needs supporting companies that provide food, beverages, dining room equipment, kitchen equipment, and various kinds of supplies. The restaurant may also need supporting functions of services, such as marketing and accounting. Keeping that in mind, see this area of additional (supporting and related) bureaucracy for some examples.
